IT Project Manager - Social Care & Tech Transformation

Our client, a local authority, is seeking an experienced IT Project Manager to support their social care programmes and technological transformation initiatives. The organisation is committed to innovative social services and values collaborative, effective project management to drive positive outcomes. This role involves overseeing multiple interdependent programmes, providing governance, reporting, stakeholder engagement, and ensuring the successful delivery of key projects, particularly focusing on the organisation’s Mosaic platform and related system upgrades. The position is vital for maintaining project alignment and achieving successful social care system enhancements.

Role Overview:
This role provides strategic and operational leadership across complex social care technology projects, ensuring smooth delivery and stakeholder satisfaction within the wider social services team.

Key Skills & Experience:
• Proven experience delivering complex programmes within a local authority environment
• Strong programme governance, reporting, risk, and dependency management skills
• Significant experience working with the Mosaic social care system
• Experience managing technical and infrastructure-led projects, including database and platform migrations
• Understanding of SQL Server environments and technical delivery processes
• Excellent stakeholder engagement, communication, and influencing skills
• Strong organisational skills and ability to work across multiple workstreams simultaneously

Key Responsibilities:
• Provide governance and oversight across multiple interdependent programmes within the social care function
• Deliver consistent reporting and manage risks and dependencies across projects
• Engage with stakeholders at all levels to facilitate project progress and resolve issues
• Manage technical delivery activities, including database and platform migrations, ensuring adherence to technical standards
• Support the organisation’s transformation initiatives, particularly related to Mosaic and social care systems

Requirements:
• Right to work in the UK
• Proven experience delivering social care or similar programmes within a local authority setting
• Experience working with Mosaic social care system
• Experience managing complex technical projects, including infrastructure and database migrations
• Professional programme management qualification such as PRINCE2, MSP, PMP, or equivalent
• Availability to start immediately
• Based primarily in London with hybrid working arrangement

Nice to Have (Optional):
• Experience with CareCubed Magic Notes, Amacis Social Care finance systems, Prepaid card solutions
• Experience within children’s services transformation programmes
